It's Belgian, and the crown over PV means it's for smokeless (so not Damascus). Your picture is hard to see - if that's a lion over the PV it's still smokeless, but of a different era. Looks like a Belgian folding ‘poacher’s gun’ to me. Some are known as “Système Leclercq.”
