Identify these two tools?

I believe the top tool is used for compressing a M98 extractor collar for ease of installing the extractor.

I first thought the bottom tool was for use on a Model 1911 but I don't believe so... the slot with the two screw heads puzzles me and the shape at the end is wrong for a 1911 and I don't know what the hex is for...

The bushing shape is quite different on my wrench... but maybe it will work...
