Identify this 5.56?

Hey,

So a few of my buddies were shooting a video (no guns around) in and around some abandoned warehouses and buildings in a weird part of the downtown area and they came across a few areas that were littered with these shells. They brought home a few and gave me one.
It appears the silver upper part would slide into the brass casing with some force.
The only markings were "5.56 IVI 90"

Has anyone seen these before?
What is their purpose?
Why would there be hundreds scattered on the grounds in abandoned buildings in the heart of Ottawa/Hull?

My first guess was that this would look like a chamber gauge of some sort. You pull the inner part out a fair ways, slowly chamber the round and close the bolt. Extract the round, and you can see exactly where the shoulders are in the chamber - how long the brass would be from neck to rim. Strange to have "many" around? That might mean that's NOT what they are... probably movie props, or police tactical training toys, as guessed above.
 
Since that's my town, you've got my attention. Would be interested to know where that was. Not planing on going, just out of curiosity!

I think they were in the broken buildings downtown along the river dividing Ottawa and Hull, I'm not sure which side of the river.
 
I have heard of some nail guns that use some sort of blank shell to fire nails in, i have no idea what the case would like like or the size of it though.
 
That is simunition. We use it for training purposes. The 9mm variant wasn't that bad but the 5.56mm variant is a b*tch. I still have scars where a burst from a C7 hit my unprotected skin.

yes as above its CEASS simunitions

you need a special bolt as the cartridge acts as the piston for the bolt and provides the dwell time to allow the 'paint ball' to leave the barrel.

if you measure the rim you will see that is a rebated rim, smaller then the cartridge diameter, this is to prevent a live round from being fired by the special bolt.

and its not a 90 its an 06 as in 2006 production.
