No doubt it's for police training. I know they use old schools and abandoned properties in my neck of the woods for scenarios. Pretty cool to see when they do demonstrations during public relations days.

The CF uses them as well for CQB training. So it was probally SWAT or ERT training.

I remember my friend in the Reserves telling me they were on an exercise using sim rounds once. He had his cell phone with him for some reason and got hit on his pocket with the cell phone in it and it cracked the screen on it.

I'm going to also go with police training. I spend my summer in the a National Park and the local tactical response team trains there for a few days each Spring. A couple of years ago, I was running a kids program and had one of the kids ask me what he had just found on the ground. I was pretty surprised to find a spent 9mm Simunition casing in his hand and a few more on the ground. I believe they were all IVI and fairly recent production.
