Uncle Mike's or Fobus is impossible to beat for the price, but in my opinon, the best is the Blackhawk Serpa, I have been using one for my 228 and it is bar none the best holster I have used. A little more money, but certainly worth it.

You might want to take a look at the Blackhawk CQC holster. Meets your criteria. Under $50 U.S. You can take a look at the specs on www.blackhawk.com. Good luck.
Serpas can be had off ebay for about $35US new. I have one for my 1911, and like it. I have an Uncle Mikes for my P99 (and a Fobus) and like it. Have a Fobus for my CZ and had one for my NP34 (don't have it anymore either) and don't care for it, particularly. Most I have set up as paddles, and all paddles had to be modified to work well, including the Serpa. They can belt loop as well. My fav IWB is Don Hume at $27 US (Cheap) - comfortable, works.

FWIW, Uncle Mike's Kydex are specifically mentioned as NOT being IDPA-legal. Can't comment on the Sig version, but I ordered both a Comp-Tac and Blade-Tech for my Glock. Hands down, the Comp-Tac was much smoother to draw from. I sold the Bladetech. YMMV.

I agree that the ruling on the Uncle Mike's Kydex doesn't make a lot of sense, but that's what's stated in the current rulebook. IDPA tried to keep updating the list of approved holsters, but found they couldn't keep up. Latest rules changes give parameters for what the holsters must conform to. You can't see any daylight between the holster and the belt. This is to disallow the IPSC-style drop and offset rigs. Unfortunately, you can see a wee bit of space between the Uncle Mikes and the belt. Some people still use them and thread their belts creatively to fill the small gap. So far, I haven't seen any SO's disallow them, but then our matches around here are just getting off the ground. You would likely run into problems at bigger matches.
I give another thumbs up to the Blackhawk Serpa. I use one with my 1911 and it is awesome. I paid around $60.00 Cdn for mine from Valley Gunsmithing here in Petawawa. It comes with both a paddle and a belt loop style of mounting.
Try CQC or CQC serpa and you cant go wrong. I have one of each for each gun I own both on belt attachments and drop legs. If you buy the drop leg type I suggest you buy the platform seperate from the holster because there is a difference. If your only using it for CDPA or IDPA try the CQC because it will cause you the least amount of fuss (no finger release to deal with, thus no atomic wedgey). Under $50.00!

Blade Tech has a special on right now. For $95.US you get a double mag holder, the holster and a changeable backing that allows you to go from IDPA legal to dropped and offset using the same holseter for IPSC. I have one for my Model "L" and it is fast. Ordered another for my Para Single Stack.
