Where is it published ?
I recall that it was on the official web-site, but now for some reason I can't find it anymore, just new shooter orientation booklet. It's possible that I just missed it.

The HQ website was just recently revamped, so it can be hard to find.

silverfoxdj has pointed you in the right direction.

In the meantime, there's a new version in the works, a draft of which has been produced but not yet released.
