Illegal Caribou Hunting

I believe it's been an ongoing issue for decades. Ever since Labrador carved up arbitrarily since joining confederation 1949 the local Innu and Innuit had zero say in provincial boundaries.
Example that northern community that experienced a terrible New Year's avalanche some years ago was technically in Quebec.

However it used to be called George River with extensive ties to Goose Bay/Happy Valley. Versus the other province.

There is wiggle room here for nefarious Outfitters.
