Didn't someone get charged in BC for "baiting" Bears because the bears were attracted to his bird feeders? I don't have a problem with you dispatching him, there are lots of Black Bears around, but if you do, better hope the C.O.'s don't get involved. If they do, better move your bird feeder and tell your neighbour to back off on the chicken scratch until after the dust settles.
Now having said that, personally I would simply take down the feeder and get the neighbour to lay off the scratch until the Bear goes beddy bye or just leaves. He's after the food source, remove it and problem solved.
When you go to poke him with your stick ... remember he is there for food .... and remember where you are in the food chain in relation to Mr. Ursus ... a backup person with a firearm may not be a bad idea .. and do what you can to borrow a video camera.
