try 100%. grizz, bison down to queen charlotte sitka. all .308 capeable.
 
The only thing wrong with the 7-08 as has been mentioned is its going to be a little harder to find the (more expensive) ammo to feed it if you're not a reloader.

Go with the 308 as your deer cartridge. Its what I use. So clearly its the best choice. ;)
 
Look for a 6.5X55 Swedish Mauser.

However, if you do not already have one, get a 22 rimfire. Great for practise sessions at the range.
 
Ballistically there is little difference between a .308 Win and a 7-08. Go for a controlled feed bolt action .308 with a Leupold scope and you have a rifle for a lifetime. My 2 cents.

7-08 and 308 are both great choices for a starter gun. If you are just starting out, you may find after a few years that you want to chase other game, say, like moose. Both a 7-08 and 308 can take a moose but my preference would be to go with a 308 for that job. Someone mentioned ammo availability and I agree that 308 ammo is probably easier to acquire in a variety of different places. This can be an important consideration if you travel to far off distant hunting locales and have a ammo problem, need to re-sight your rifle, etc.

my first gun was a savage 270
 
My first deer gun was a 7600 in .308. I've also used the .270 and .300WM for deer, and both work well. Magnums aren't necessary for deer, but I wanted to try it anyway :cool: . I've got a couple .308's and I always come back to them for deer, a great all around cartridge. BTW the recoil difference between a .308 and a 7mm-08 is minimal. Good luck!
