Well... If I take the rail off then there is nothing to put the scope on lol.

A 20 MOA rail is a solution to a problem that you don't have. Shimming the rail the opposite direction is a solution to the solution that you don't have.
Bedding the rail is a solution to the solution to the solution.

Well the shim seems to have worked. I had to come up 4.5 mils to get on but everything looks like its working . Musta had some junk under it or something.
