2 points: There are many US retailers that are skirting the rules at their peril in using descriptions like "Wood Carvings" on customs docs to identify (or obscure) gun stocks. There are some barrel companies that export "Steel Tubes" to Canada, but they are breaking US law too.
If you are a recipient of such goods and you have knowingly failed to secure the proper International Import Certificates, in trying to import items controlled by US law you are equally guilty. I'm not thrilled about being on Homeland Security's hit list so I follow the rules. I import as a business and I am lawful to a fault. I'm not the border police and I'm certainly not defending the law because it is really silly, but I choose to respect where disregarding the law can cause you a lifetime of grief if you ever want to travel in or over the US.
Secondly, discussing means of circumventing this is - if I am not mistaken - a violation of CGN rules which is grounds for immediate termination of your CGN membership. Just be careful I guess...
