I can't find any eBay listings where a user will do foreign sales...:(

Say I get my friend in the US to by the stock on my behalf and then send it to me in New Zealand. Will this be legal?

I asked one of them, he says no because you have to be registered with the U.S. State Department to be able to export firearms parts. He says this despite me mentioning that there is no permit requirement if the part is under $100USD. Is this person correct?

Don't quote me on this, But I am pretty sure that ALL M-14 parts are banned from export, including the stocks. So No, you can not buy a M-14 stock out of the US.

M1A stocks are another story, they are allowed to be exported.

Once again, don't quote me on this.

All manufacturers, exporters, and brokers of defense articles, defense services, or related technical data, as defined on the United States Munitions List (Part 121 of the ITAR) (PDF, 7MB), are required to register with DDTC.

Importing Firearms, Ammunition and Parts from the USA

The U.S. Government views the sale, export, and re-transfer of defense articles and defense services as an integral part of safeguarding U.S. national security and furthering U.S. foreign policy objectives. The Directorate of Defense Trade Controls (DDTC), in accordance with 22 U.S.C. 2778-2780 of the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR) (22 CFR Parts 120-130), is charged with controlling the export and temporary import of defense articles and defense services covered by the United States Munitions List (USML).

All manufacturers, exporters, and brokers of defense articles, defense services, or related technical data, as defined on the United States Munitions List (Part 121 of the ITAR) (PDF, 7MB), are required to register with DDTC. Registration is primarily a means to provide the U.S. Government with necessary information on who is involved in certain manufacturing and exporting activities. Registration does not confer any export rights or privileges, but is a precondition for the issuance of any license or other approval for export.
http://www.pmddtc.state.gov/registration/index.html

Exporting Requirements - Generally, any person or company who intends to export or to temporarily import a defense article, defense service, or technical data must obtain prior approval from DDTC. The appropriate license form must be submitted for the purpose of seeking approval. Furthermore, in most cases, in order for a license to be considered, you first must be registered with DDTC.

There are three ways that you may submit a license:

* Through DTrade (fully electronic system)
* Through ELLIE (ONLY to amend DSP-85 licenses, through use of the DSP-119)
* By sending in licenses in hardcopy (a very limited option).

+1

M-14 parts are considered parts for military hardware and thus subject to the export ban.

Sigh,

Is a M1A or a Ruger 10/22 stock considered a defense article? Will my friend be able to send me these?

no he will require export permits

try calling gunparts corp or sarco they have an international export desk and the permits to export ask for an M1A stock and if it is legal they will sell it/ship it to you

USGI stocks are imported into NZ by 'that' gunshop in Christchurch occasionally, and priced super high (around $NZD$350). When I bought my M305 from them in August I asked about USGI stocks, and they said they were getting some closer to Christmas..

However, if it doesn't HAVE to be a USGI stock, Boyds will export to NZ if the cost of what you buy is less than USD$100. I know of a few of their 'seconds' M1A stocks sitting on Norinco M305s here.

E-Bay is an evil, anti-firearm ownership, empire that financially supports the people who don't think you should be allowed to own any kind of firearm.
"...ALL M-14 parts are banned from export..." Export controlled, not banned. Requires the U.S. export permit that takes an NZ import permit for the U.S. seller to get.
"...Is a M1A or a Ruger 10/22 stock considered a defense article..." No. Both are commercial sporting rifles. However, the manufacturer/retailer requires a U.S. exporter's business licence. Expensive thing to get($1600US, I think), so most don't bother.
"...Boyds..." Yep. Three flavours of M1A stock listed under 'Military'. Walnut and 2 laminated stocks. All of which run $82US. I'd hate to think what shipping to NZ would cost.

Bought a GI glass stock among other m14 parts on ebay several months ago with no problems. Some sellers won't.

that.... is not something i'd be proudly typing on the internet hehehehe ;)
anyhow, forget the usgi stock and get one of those Boyd's stocks...... there is a crap load of m14/m305 and M1A owners here in Canada that have got them on thier rifles and there is nothing but high praise for Boyd's all around from what i see on this site. Just make sur you specify M1A as many guys have gotten an M1 garand stock instead.... they always make good on it but it's a hassle you want to avoid seeing as it has to cross an ocean to get to you :D bang for your buck, they are the best deal in m14 type stocks out there that i know of..... if you are after the traditional look and feel of quality wood.

as for composite/fiberglass, I'll be looking into export of my custom stocks that are made for the chinese m14 variant but as of right now I'm back ordered and not taking new orders.

Oh nothing immoral M14 Dr, just NM sights, but plate, sling swivels, a compensator and SA 3rd generation mount. The way I understand it only parts that enable the firearm to shoot are subject to the export ban. I am a law abiding firearms owner. Too big of an investment to be otherwise.

I purchased a boyds stock for an M1 Garand several years ago. It was a perfect fit and very nice. Made the rifle look new. I highly recomend them.

Remember to let me know when a nice GI M14 comes in for pillaging and we'll work a deal so I can save it.

Thomas, Let me know when you have these stocks in... stock! Im looking to get a USGI fiberglass stock but it seems impossible. If you recommend these custom stocks and are fairly priced, I will definitely want one, seeing that im not the biggest fan of the Norinco stocks.

the custom stocks i make right now are in the 500 plus range but i do have the molds and fixtures complete for a more affordable, standard profile stock that will have the same steel liner set up that the usgi and chinese wood stocks use. customers would need to install the steel liner, buttplate and stock ferrule from thier existing wood or plastic chinese stock. Right now i am behind with a few of my custom stock orders , rifles are finally caught up and soon will be back into full swing with stock production. I won't be taking any stock orders for at least another month and possibly not till my long awaited website is up and running so i can display and advertise the product a little better ;)

Would you recommend getting a USGI fiberglass/composite stock over the polytech factory stock? I just find that the chinese polytech stocks feel really cheap, and I just cant justify spending the money to have it glass bedded if I know later down the road I will hopefully be able to get my hands on a USGI stock and have my rifle fitted to that.

in my opinion, the usgi stock , wood or fiberglass is miles better than the chinese plastic stock. Especially if bedding the action is in the plans as words not in yet on wether typical bedding compounds will adhere to these plastic chinese stocks....... anyone tried yet?? Boyds walnut is the next best thing to usgi walnut.
