No, not in terms of accuracy.

I think you are mixing up a few variables. Accuracy is simply the ability for a firearm to place projectiles in the same place. Barrel length really does not effect this.

Velocity is lower in shorter barrels. Velocity does not effect accuracy, especially in smooth bores, and especially when we are talking about shot loads not slugs.

Barrel length has a great deal to do with sight radius, and feel (swing). So the ergonomics of where the weight is in the gun can make a longer barrel feel better, and thereby make it easier to hit with.

Choke restriction in my experience gives very similar patterns in different barrel lengths. I know this from patterning my short barrels with chokes. A modified choke in a 14" barrel gives the same size patterns as a modified choke in longer barrels. I've seen it. Actually that video above shows it as well. Velocity is lower, pattern is the same, ergonomics may or may not change, but accuracy is the same. Just keep in mind accuracy has nothing to do with whether one person shoots one gun better than another. That's gun fit and feel, not accuracy.
