If I need to cut an improvised shim, from a piece of soft metal, which metal will give less trouble - due to bi-metallic contact - aluminum can, .22LR shell, or ???
Would the combination Aluminum-on-Steel might be problematic in the long term?

I bought shimstock from brownell's to solve all my shims issues:

A little grease on both sides of what ever shim material you use will prevent any corrosion you would expect. I doubt your set up will experience much time immersed in salt water... hobby stores sell brass in various thicknesses...

I have bought cheap feeler gauges from Princess auto and used them for shims, with the added bonus you can adjust the thickness to what you need.

Aluminum beer can works great. They're a little thinner than a pop can, slice one lengthwise and unroll it, cut whatever size squares are required.
Plus restocking the shop is a blast...
