Kegs are normally a special order thing. The shops can only have so much powder in the store without being required to have a powder magazine. Kegs aren't exactly cheap either. Don't even think about buying powder on-line. The shipping charges will give you a stroke.
Have you worked up the load? Don't buy anything but primers in bulk until you have a load.

If you could get a couple of guys to go in with you and buy enough from Higginson's Powder in Ontario, they will pay the shipping [21 lbs or more].
You can buy IMR3031 from them 7lbs for $175.00, which is quite attractive.
You would have to pay the Haz-Mat fee, but it is a flat fee of $25.00, so adds just around $1.00.lb to the cost of 3 - 7lb units.
Higginson's markets all the Hodgdon's numbers, all the IMR numbers and a few others.
