The scroll work on the toggle is DWM.

Like RePete said, DWM, probably made for the Imperial German army (I'm not sure if they made models for the civilian market?). My guess is from about the first world war. The date should be on the top frame just in front of the toggle.

Its a bit rough, but not refinished, it could have some collector value if all matching numbers.

Speaking of numbers, I dont see any where they should be. (See the numbers on my DWM, pics below). Maybe this is an indicator it is a rebuild or made for civie market?
