Looking for an inexpensive Optic for my su16. Red dot, reflex, be nice to have some magnification but not needed. No NCStar.
 
I bought a UTG for my AR on Amazon for $50. I haven't tired it yet but it seems like it's solidly built.

Aimpoint PRO at the high end of the low end. I've had good luck with Holosun sights on my Vector and UTS-15 at the lower end.

The Aimpoint PRO is really more of the low end of the high end. If it's in the OP's budget, definitely consider it.

An option in magnified optics is the Bushnell AR 1-4 FFP, illuminated reticule. Less than $400 in a package that includes rings and a pack of targets, it's a great deal.
 
A red dot like the Sparc can be good.
On an SU16 it feels like it doubles the weight of a very light rifle.

Have you ever looked at the TechSite rear sights for the SU16.
It is an iron sight that matches on to the last rail and replaces the gawdawful buckhorn thing.
No weight and it is a nice iron sight that comes in two different types. (M16A1 and A2 styles)

Aimpoint Pro is your best bet by far. It's a high end optic that just happens to be moderately priced. As a bonus, it comes standard with a decent quick detach mount and flip-up covers.
 
In order of how much you want to spend (low to high for a red dot type optic) probably:

Bushnell TRS-25
Holosun
Sparc
Burris Fast Fire III (in AR F3 mount)
Eotech
Aimpoint

The bottom three might start exceeding your budget for a SU-16 optic
