They are the same material (or very close to - the grinding test confirms that), but I suspect the forging was made a bit different (colder forging temp?) and they also tend to have (relatively) thicker case hardening.
There is no references that the 1640 were made of the same soft steel (similar to SAE 1028) and their production falls just in the same period as HVA adopted the nickel steel as a standard (at least for the barrels - so, why not for the receivers). Seen the big amount of 1640 on the market, some deeper investigation (involving destructive testing) may occur in a quite short period, bringing light to some dark (i.e. uncertainty) spots about HVA actions.
