I assume you didn't bother to read the 39 posts in front of yours that explain this is a HUNTING requirement in some provinces? It has nothing to do with federal firearms laws and they don't matter anyway because the Garand has a written exemption to use the full 8 round capacity clips it was designed for.

The Garand is specifically exempted from the 5 round mag law for semi-auto centrefire rifles. 8rd enblocs are good to go.
