Yes. Some people don't want to be in possession of, let alone transport an unregistered restricted, with or without an RPAL, for ANY reason. This includes driving to the post office to return it to the LGS or Distributor. This includes shipping (trafficking) an unregistered restricted firearm.

It depends on which part of the firearm is registered as a firearm.

No, if you remove the barrel from an AR15, it does not become non-restricted because it is restricted by name, i.e. the receiver is restricted by name.

The receiver is what is considered the firearm, and as we all know AR15 receivers are restricted; you cannot buy one without an RPAL and ATT.

The SU16 is NOT restricted by name; if for some reason someone was selling SU16 receivers you would not need an RPAL or ATT to buy it. SU16 receivers do not need registering; for a similar example see: M1 Garand receivers.

So, as far as I know and until someone can prove otherwise, there is a legal difference between an SU16FX with the 16" barrel removed and an SU16FX with the 16" barrel on it in terms of classification. After that, the reasons for having the barrel OFF become obvious: up to 2 years of jail time for having an unregistered restricted firearm in your possession.

If you bought an XCR with 16" barrel, it will become restricted. So in this case, XCR receiver is registered.

Okay, good points. I don't know anymore to be honest. That would be the case if these rifles were classified and registered to begin with, but they werent. Not sure how that changes anything. The xcr example is certainly more applicable than AR15.

If someone bought a restricted XCR and put a longer barrel on it, they could get the classification changed to NR.

I think most people are making a big deal out of this keltec mess up.
If I ordered a non restricted firearm and received a restricted firearm. I would just contact the dealer and ship it back. No ATT, no CFO etc.
You can't be responsible for it because someone screwed up.
 
heres hoping mine shows up correct. I told the gun shop about vaults screw up and they said they would contact them to find out. supposed to be here next week I guess ill find out. just sold my mossberg mvp and payed for my FX today.
 
Wow... How the hell did they get into the country then?

And why would it be on the individual owner of the "prohibited rifle" sold to them without knowing to send it back? I'd be in the LGS's face asking for a full refund. It should be on them.

On a side note with that refund you could buy a regular SU16 and add the options it came with for less money and put on a decent red dot sight.
Why are you calling it a prohibited rifle? It would be restricted with the shorter barrel
 
None in Edmonton have the proper barrel. The dilemma is, I had mine for a week or so, and put a few hundred rounds through it. Vault says we can do a full refund where you purchased it, or ship it out for a new barrel.

My dealer has yet to let me return it, and hasn't given me an answer. And now vault says they may do an over the counter swap when the proper rifles come in. So my rifle is still sitting in my safe, waiting for a solution

strange thing about this situation is there is no gun registry and these restricted barrels are unregistered. So how is it possible for everyone that bought one to know of this issue. besides members of forums that is. I talked to the gun store that is bringing in mine about this issue and he said its impossible to contact everyone that bought them and took them home. "I dont keep a record of who bought what, I look at the PAL and take the money." Makes me wonder how many people are keeping them as is. I know I would never post up on a public forum saying: yep I have a unregistered restricted rifle in my possession.

My dealer writes down everyone's information...phone numbers, pal, etc.

What about guys who bought and sold? I bought 2, 1 for me and 1 for a buddy, wayyy up north. Good luck trying to get ahold of him.

I bought one of the first su-16 fx's, on Wednesday of last week. Google trace optics, and the first thing that pops up is an Eotech news release about counterfeit products. Lol

If the area you are in has a light shining behind you or above you, the glare reflecting into your eye makes it tough to look through. It's dark, and doesn't zero worth a damn. If you get it on paper, you're lucky if it could hold zero. Mind you, it looks "cool" but works better as a paper weight.
I put on a Nikon 3x32 AR 223, the next day and that's the best scope for this rifle. Fantastic light transmission/function and spectacular glass. it's designed specifically for an AR .223. Great eye relief and field of view.

As for posting pictures. How can I do that off an ipad?
 
Just got off the phone with my dealer. Its gunna be 60 days +/- a week untill i get mine :( oh well itll be a spring time prezzy
 
Yea, I've contacted vault a few times this week. It will be a month or two before rifles are back in owners hands.

Every dealer I know of, aside from P&D, has been paying for shipping them back to Vault. Disappointed with P&D (not the staff, just ownership) and how they handled this. Would have returned it if I could have found another dealer with inventory.
