Similar markings are shown in "the inglis diamond" by Law. On a Hi-Power captured by the Brits in Korea IIRC and returned to Brit service.

The stock is for a broomhandle. Has a longer and straighter butt than the HP version which tapers a bit.
Right you are. It is on page 215. The markings translate to "Public (or) Official gun".
