Modified to what? An upgraded gen 2?
Does this modification mean it comes off the Verboten list? If so great but it shows the absolute ridiculousness of it all.
I also question how a firearm that cannot be transported can be shipped to the vendor in the first place (somewhat of a catch 22).
I do kinda recall that you can arrange to have a package picked up from home and shipped (technically getting around this stupid rule).

To summarize, Sterling had requested the prohibited status of the R9 be overturned, as it is not an AR180 variant. In the meantime, Sterling had been selling the Max IX variant of the R9 in the States, but because they were sold as pistols, they wouldn't be able to sell them in Canada, even after convincing the RCMP the R9 was not an AR180 variant. The RCMP said if they changed the receiver so it would not interface with the pistol, then they could sell it as a rifle, hence the new Sterling RC9 rifle. The internals are the same, Sterling will for the cost of shipping back and forth allow R9 owners to send their receivers, sans butt stock and optics, to Sterling to have the internals moved to the NR RC9 receiver. I know JR has sinned against the community in the past, but perhaps him eating the cost of swapping the R9 to RC9 receivers for existing owners will provide a proper penance.

Don't get too excited, the RCMP/SFSS said the same thing about other N/R rifles with proprietary upper & lowers whose Canadian Law comments stated that they were not variants of an AR but were reclassified to Prohibited & banned anyway.
I view this as nothing more than the RCMP/SFSS stringing JR along to re tool, produce, & sell based on a "trust us" the FRT is coming only to ban it again once JR commits his money.

Indeed.
I try to be a glass half full type but when it comes to Canadian firearm laws there have been no signs the RCMP / government can be trusted (quite the opposite) despite what they may say.
I recall a fine Canadian company called ATRS that were producing non variants (they had paperwork from the RCMP to prove it - widely available for all to see) and then one day suddenly the same firearms WERE variants and subsequently shadow banned.

Did JR say at Taccom 2026 that the R9 MK1 is now considered a Handgun in the FRT? That's not what Armalytics says as of the latest update. It's listed as a Prohibited Rifle, AR180 variant, and affected by OIC #2.
