Installing chokes in and o/u

Just wondering if chokes can be installed in an older winchester o/u that has fixed skeet chokes? I know o/u s with fixed full can, but can all fixed chokes be done in any gauge?

The installer has to measure the barrels inside and out for concentricity and diameters to determine if it can be altered for the tooling he has.
