Any time I have seen carving like that on a rifle it has always been in those batches of used guns imported from Sweden.
Seems like it was in style once upon a time.

Good lord. What did that rifle do to someone to deserve that fate? You better rescue it and save it from a fate worse than death.

That is simply an M77, with a butt ugly (and silly) aftermarket stock and an even uglier muzzlebrake. You are paying for a barreled action that is in mediocre condition.
