Interesting indeed.
The article mentions that he is 85 years old and one hell of a marksman.
Caption reads: "Aims left shoots right". The Diopter is offset so he can aim with his left eye. My guess is that rifle is zeroed to be bang on for 300m matches only due to the angle of the sights in relation to the bore. His right eye must be failing him so he shoots using his left. Adapt and overcome.
 
Front sight as well? Gotta be a left eye dominant sight setup. Or is there another reason?

Could be to utilise left eye dominance as well, rather than fighting it with patches or switching shooting hands etc.

I was also thinking that it would be a great way to keep both eyes on target at the same time. Interesting concept in any case.

I've known a couple of shooters that are left eye dominate that shoulder a rifle to the right. They both would probably appreciate those sights...
One of those guys favorite rifle was a Garand M1D for that very reason. Albeit not that far left...
