I skimmed over most of it and don't see anything odd about it. If you're possibly going to fight in a region or support specific militia groups or try to stop insurgents or other militia groups it would be very useful to know where their ammunition is coming from. Since it gets constantly used up and needs to be replenished it's flow is a lot easier to track than firearms which can be used for decades without replacements.
Is it old stockpiles? Are some groups being secretly supported by a major nation? Is there new ammunition being smuggled into the area by groups or corporations? It seems like a very practical document for military intelligence organizations. I just find it odd that it's available to the public online.
