IPSC production question

I was looking into the IPSC rules and was curious why the IPSC rules state that DA/SA pistols are to be left in the cocked position with safety on while in the ready state and I was being told with my CZ shadow I would have to load the firearm, chamber a round and then manually lower the hammer and fire my first shot in double action.

It's based on the division you are shooting it in. In production hammer will be decocked. You could shoot the same gun in Standard ar even Open division in which case you can run it cocked and locked. If you were to get bumped from production for a rules violation you go straight to Open division. Once you are there you might as well run it cocked with safety on...
