Is 22-284 & 22-243 for reloading only ?

Handload only and you'll be best friends with the folks that rebarrel worn out throated rifles. The old term was overbore, where alot more powder is burned for marginal increases in velocity, and throat erosion could limit barrel life to 500 rounds or so depending on your shooting/cleaning routine.....Imho
 
If you want a 22 calibre that used to a wildcat, you can buy 22-250 factory ammo. Otherwise anything that involves a big crazy necking down, is going to have to be done yourself. Number 1, there's not the demand, Number 2, the companies learned a long time ago with the original loadings of 220 swift and 250-3000, that people get mad when the guns they buy and use factory ammo in, get burnt out in 1000 rounds.
 
Well, all sort of true. Yes, they are handloading propositions only. They are hard on barrels too, that's true. Modern powders alleviate this somewhat (when the 220 and the 22-250 were new all you heard about was " barrel burning craziness" as well. The 22-243 and 22-6mm (in all their variations) are viable cartridges today (although the demand isn't really there), and the 22-284/22-06 are just a few steps behind. Are they cartridges for the everyday pasture poodle popper, nope, they aren't. Think of them as more of a specialist tool. FWIW - dan
