Quick question, looking to maybe buy a reciever from Fulton. Are the M14 recievers marked M21 allowed to be imported?

If Fulton is the manufacturer, and they're not registered, it can't be exported. If Fulton is registered, it can be exported. Regardless of the actual exporter, the manufacturer must be registered.
Don't know how it works for complete rifles. BUT for parts and controlled accessories, the manufacturer must have the "item/part" registered for export. This allows a third party export to take place. In abscence of that.... I dunno. And I am not up on the latest BS surrounding the goodies we can/can't bring across so take my comments with that grain of salt hehehe
I was under the distinct impression that you can get someone like Irunguns to export the gun. From everything I've looked at, it didn't matter if the manufacturer was a registered exporter, it mattered that the paperwork would be filled out to get the export permits for that particular firearm to be exported.
It matters. Manufacturer needs to be registered under ITAR.
Nodak Spud would be very popular if they would just register.
From what I have heard as well, it can depend on the part, on a part-by-part basis. Sometimes they'll allow an export for single-person ordering (One guy orders ONE thing), which can be done by some companies as a one-time export. This is different than a blanket-permit to export in say, large quantities. This can apply to non-essential things like, stocks, or bands, or buttpads or, anything really, that isn't absolutely essential to the firearm function.
It seems to really really vary depending on what it is, and who you talk to, and if they flag it for inspection or not, or, if it's Tuesday and raining....
