Compared to 1939 when France had a standing army of over 1 million troups and they still couldn't keep the Germans from invading?
And the Germans beat back all of their allies at a place called Dunkirk, where my uncle was killed serving in the Royal Scots,they conquered all of non-neutral western europe, they darned near got Great Britain and the soviet union. Hard to fault France for folding, keep in mind the world was just coming out of the great depression and in tight economic times, the military budget usually gets slashed.
