is CanAm now charging the tax for for the destination province?

Yes they are. Policy changed a few months ago. I believe any business registered to collect GST is required by Revenue Canada to charge the appropriate HST when shipping to a HST province. (Although I know of a few businesses located in non HST provinces that still don't)

It must be pretty recent that they enforce this law because I've been charged the province taxe on amazon too for the first time this week.

Kinda blows, paying only 5% instead of 15 was good for a lot of purchases...

More paperwork for business owners. Once you register your business with a province to collect a sales tax, said provinces are pitbulls about getting revenues on time every month. If you should accidently misplace your remittance or it gets lost in the mail its tough luck and you grt to pay a nice fine. If it happens often the the fines can ruin you and they will sieze your bank accounts. Not really fair a small business should be a tax collector. Sometimes the government makes more profit than the business. And where were they when you were working hard to make a living?

Businesses are supposed to collect HST when the sales come from a HST province.

Not doing so is a big risk. When CRA knocks on your door and does GST/HST audit, you will be hit big. Think about this, the business will be choking up 8-10% of the revenue related to sales to the HST province, retroactively. CRA does not care if you have not collected from your sales or not, they only care you have made sales and are not making remittance. The business wont' be able to collect the PST portion of HST not collected over the years from customers, this means they have to pay it out of its own pocket.

This is not something a business should ignore. And people should not be complaining when a business does it properly by collecting HST.

Pretty much sums it up. If you want to blame anybody blame the Feds for forcing small business to be their tax collector.
