It definitely won't cycle the action, but it's perfectly safe to shoot them. You'll have to load them one at a time as they'll more then likely jam if you try to feed them from the mag.

Instead, try some CB Longs. They'll feed from the mag and I find they are a bit more accurate too. It's like having a straight pull bolt action and a silencer. Super quiet.
 
Its safe, just only feed one at a time, but why bother anyway?.

I'v done it before, its pointless, it just doesnt kick the bolt back far enough and they either don't feed another or they get stuck in the action.

Why bother pounding the crap out of your extractor, bolt face ect. repeatadly on empty cases if you don't have to?.
 
yes its safe, and who knows the op may need them for pest control in a populated area, with the low pressures of a 22 its highly likely that you could cylce cc1 minimags immediately after without any ill affects on your chamber. lead is soft, and moves a lot
