Is new revolver new?

Just got a new Chiappa 10-22 revolver from a dealer. The WMR cylinder hasn't got a bad mark on it. The 22LR cylinder has some shiny spots on the rear like a pin scraped it and at the center front has the coating missing(shiny spot about 1/8th by 1/4 on the raised part. Also quite grubby looking. Is this called "new"

Probably will be fine but I am very new to the firearms thing and just don't expect to get "used". Have 5 other handguns and all were good.

Not too surprising for a gun like this honestly, a lot of Chiappa guns can be hit or miss and their rimfire revolvers are pretty well known for often being lemons. It's also possible that this was a demo/floor sample that was on display and got some wear from being handled a bunch. The "grubby" rings around the cylinder face I would assume is some packing oil/grease from the factory, when you shoot .22 revolvers they get *very* dirty, however carbon buildup is usually on the front and sides of the cylinder and in the chambers in my experience.

To tell if it has been shot though we'd need to see some pictures of the breech face to have a decent idea, also cylinder draglines could be a sign but may also just mean it was manipulated a lot, not necessarily that it has been shot.
 
I don't think it was fired, at least not more than a couple if at all. I am fairly new but it almost looks like a customer or an employee took it out, removed the cylinder and tried to put it back together with the cylinder in backewards. So scratched it in more than one area from minor marks to removing that large area at the centre.

Just a caution: Be gentle with it. I had a non functioning one given to me; I was going to either buy a replacement part (hand or pawl, the part that advances the cylinder the integral pivot pin was sheared off) or fix the broken part. Replacement parts were completely unavailable, and the part itself was made of pot-metal so I could not weld it. Ended up drilling it out and epoxying a steel pin in it's place. Decent shooter, quite accurate, but not super durable.
