Is the Lower Hand Guard of T97 Consider as Part of the Receiver?

Hi guys,

I wanna build a t97 hand guard from scratch (I know there are alternatives available but I dont like them :/ ), but apparently the trigger mechanism of the t97 is attached to the hand guard - I'm a newbie in this area, so I'm wondering will this make the hand guard as part of the receiver? Cuz I searched a lot on google but found no concrete answer on legality of DIY a lower receiver, and since I'm a newbie I don't want the trouble come knocking on my door :(

You ony have to be concerned with the serialized part, in this case the aluminum stock that houses the action has the serial number on it, not the plastic handguard.
 
Assuming you possess the proper license to own firearms, it is a non-restricted firearm as long as the new hand guard \lower is not capable of firing full auto,there are no additional laws or regulations.
