Is there a downside to a 20MOA rail at shorter distances

If you look up articles here and other forums you'll see guntech is right. Alternately, you can replace the scope with one that has more Vertical adjustment or get a Burris XTR ring-set with various inserts to change the MOA. Or just remove the rail :rolleyes:
I've thought about it, as I said, in my case, it's not a big deal.

I think the biggest issue is that the receiver was drilled a bit off, so the windage is quite far over and I lost some of my vertical adjustment because of it.

You need to correct the windage condition. My Zastava M70 rifle I bought new had been drilled out of alignment at the factory. I discovered that i could not zero the windage. I bought a set of Weaver windage adjustable rings and they fixed the issue for me. There were not expensive, and they were a stock item at Shooters Choice in Kitchener.
