I'll take a video of what it is doing and some better pictures tomorrow. But (if I remember correctly) when the action is cycled rearwards, the shell stop raises up, and then is pushed back down by the bolt when the action is closed. Only thing is the that the tab that is visible in the photo does not come into contact with the shell rim when the action is closed, as it is in that photo. When shells are loaded into the tube, the just push back out until the contact the top edge of the lifter. When a second shell is loaded in, the lifter is pushed up pushing the loaded shell back into the tube. If I were to just push the lifter up, shells already in the tube will just fly out from the pressure of the tube spring.. This is what is leading me to believe a part may be missing.
