Is There A Part Missing Here?

Based on the diagrams, unless I am not seeing something (which I suspect is the case) it would appear all the parts are there. The issue is this



Unless this is normal for this shotgun, the cartridge stop does not actually stop the shells from pushing back out. It seems to cycle okay if you operate it hard, however shells do tend to fall back down into the feeding path sometimes.... Every other pump I have taken apart has had a cartridge stop and cartridge interrupter...?
 
In the picture, the cartridge appears to engage the stop correctly. If it is actually being stopped by the carrier and not engaging the stop then the carrier is out of alignment and should be corrected.
 
I'll take a video of what it is doing and some better pictures tomorrow. But (if I remember correctly) when the action is cycled rearwards, the shell stop raises up, and then is pushed back down by the bolt when the action is closed. Only thing is the that the tab that is visible in the photo does not come into contact with the shell rim when the action is closed, as it is in that photo. When shells are loaded into the tube, the just push back out until the contact the top edge of the lifter. When a second shell is loaded in, the lifter is pushed up pushing the loaded shell back into the tube. If I were to just push the lifter up, shells already in the tube will just fly out from the pressure of the tube spring.. This is what is leading me to believe a part may be missing.
