I bought an IUR over xmas and built myself a rifle, everything in was probably just over 2k. IUR upper, DPMS lower, DD lower parts kit, Holosun red dot, ambi charging handle, Timney skeletonized trigger, BCM BCG. Just shot my first tac rifle match with it last weekend, and loving it. Don't restrict yourself to just a pre-built one, there are lots of good deals on parts, and that's 1/2 the fun is building YOUR AR, not what someone else envisions. If you're uncomfortable putting the pieces together, you can just gather them, and I'm sure your LGS will be happy to help you assemble it.
This is after I first put it together, lost the detent for the rear takedown pin, hence the sparky tape, and before I got the Timney.
Since you're looking for something that is prebuilt you might want to look into the limited selection of non restricted black rifles on the market. Bushmaster ACR or Robinson Armaments XCR will give you the option to change calibres and have some aftermarket triggers, barrels, etc, available for them.
Or if you're not in a hurry to have it in hand right away you could order an Alberta Tactical Rifle Modern Varmint, base model will be somewhat closer to $3500 but you'll get a completely match grade non restricted rifle that uses many AR parts.
If you're looking to go short barrel or will only shoot at the range I'd go with a KAC rifle
HK and KAC are a little out of your budget at $3K. Might make sense to save a little more if you really want top tier kit and really expect to own just the one AR in your lifetime. If not, my next choice would be a Diemaco/Colt Canada C8 with decent optic, but LMT, Noveske and DD are great choices as well, not to mention Colt Defense (6920, 6921, 6940). There are a couple of other boutique AR builders/assemblers that enjoy good reputations, but I'd prefer to stick with brands that the elites use in actual combat. If it's good enough to trust a SF operator's life to, then it's more than adequate to serve as a range toy for recreational shooters who simply appreciate the finer things.

If your not serious yet and treading unknown waters go for the Chinese clones IMHO. It's easier on the pocket book initially and you can always upgrade later. Just leave it stock and shoot the crap out of it until you decide to sink serious money into a top-of-the-line AR.
KAC. Not sure what they retail for in Canada as I currently live in Texas, but they are very well built AR's. They are light, balanced well, very smooth and soft recoil, and very feature rich rifles. KAC puts a lot of R&D into their products, and it shows.
What you, and previous opinions havent addressed is whether you have funds above and beyond the 3k for accessories.
I would say go with Daniel Defense. Top tier without top tier pricing. You will be under budget and able to afford to finish the build. You need to consider optics, lights, buis etc.
No need to spend 3k to get a good ar. 1500 to 2000 will get you a top notch rifle. I wouldnt build my first one. Get anything to get you in the game, figure out what you like and you will probably have a few more in ahort order.
