Is this 7.62x54R catridge reloading?

Is this 7.62x54R catridge reloading? it is made in china and has a brass case.

headstamp: 55 (on top) 71 (at bottom)

however, the primer seems to be larger than any standard commercial large rifle primer available.

the primer does not seem to be crimped but i am not sure if it's boxer.

The '55' and '71' codes typically denote the arsenal where it was manufactured and the date of manufacture, respectively. Yours doesn't sound like a PRC 7.62x54R round. More here:

The only way to be sure is to fire a round then look and see if there are two flash-holes or just one.

No, you can't re-load it. Its a berdan primed, military cartridge.

if the primer looks too big then it is.

Berdan primers are larger.
