Nothing missing but I'm not sure about mfg, possibly military. Someone here will know for sure.

Appears to be for a rimmed cartridge such as the 303 British.

put it together loosely, push into the chamber, turn the "Rim" to tighten the ribbed end in to the stuck brass, then shuck the bolt?

As the split tube pushes forward on the shaft it expands and the grooves bite into the case neck. Operating the bolt pulls the tightened tool and broken case out.
