Is this AR heat shield normal?

I just got a barely used minty 11.5" Armalite from a guy on the board. It is in new condition.
I noticed the heat shields are different, in that they block the handguard holes. Heat escapes from offset holes on the inside shield.
I usually can see the gas tube in all my other AR uppers including an Armalite I had.

Is it:

-Always been like that I never noticed?
-Just different but works just as well?
-Never before seen by experts on the board?
-Chinese manufacture, enjoy your Norinco?
-Shut up and just shoot the damn thing?

I havern't seen one like that before. My handgaurds & heat shield holes all line up. If nothing's melted by now I surely wouldn't worry about it.

I have seen many like that, some with black anodized heatshields, and some with plain aluminum. They are made by Cav Arms in the US.

They are just fine, I have a set of M4 Fatty handguards the same style.
