Is this brass reloadable?

Someone gave me a present: a bag of once shot brass. Some is pristine clean, some has green stains inside the neck.

Is that brass, that has green stains, reloadable?

Maybe.......
More info regarding calibre, storage conditions.......as much as you can provide would be helpful.
The brass may have suffered stress corrosion cracking in the green areas.
Or it may only be copper patina which is surface corrosion...leading to imperfections.
If it's only a few rounds (like 50-100)......it's not worth worrying about........chuck it. Unless it's a rare cartridge.

First thing's first,Berdan or Boxer primed?

If its actually corroded, chuck it. If its just superficial staining tumble it and use it.

How does one tell the difference between Boxer or Berdan?

Use a light to shine into the empty catridge. If you see one flash hole, it's a Boxer. If you see 2 flash holes, it's a Berdan.
