It's the rear sight off a Jungle Carbine as it is calibrated to 800yds instead of 1300 for the No. 4 and I think a bushing that goes between the sight and the receiver is missing. The sight itself is complete I think. If you are swpping out a two position flip sight the bushing should be on the rifle though. Take it for what its worth as I'm not an expert.
 
That sight does not use the separate bushing. Look at the extension to the right on the base of the sight.
 
The bushing is used with British made stamped sights. Milled sights don't need them. Canadian sights don't use them.
 
bushing is needed for the MK III stamped rear sights as above not needed on the C Mk 3 Canadian stamped reas sights as they are mounted on a solid milled base.

the sight above is a for the No5 enfield but will work on a No4
