Is this normal for a brand new shotgun barrel?

Back ground. I bought a Browning Citori CX on sale last week. It was shipped and arrived in 4 days (from BC to Manitoba). This is very impressive.
I noticed some scratches on the gun and contacted the store immediately. They called me back the other day and offered 10% or a return.
I thought I can get over some aesthetic defects so agreed to take the discount.

Then I started the initial cleaning. My bigger concerns is that the barrels were very dirty specially the upper one.
I went through 20+ patches, still can not get a clean output.
This is my first shoot gun, but I own several rifles and handguns. Never see this in new guns. I understand that there might be testing fire by manufactures.
However, I don't think that can not be cleaned after 20+ patch pass.

Is this rust developed in barrels, or possible this gun has been used by someone?

I hope I don't sound ridiculous or being picky. Thank you!

Chuck up a brass 12g brush and rod in a drill and clean it all out while the drill spins, then you’ll know what the barrel actually looks like. Plastic wad fouling can be very tough to remove sometimes, once you get it all out you’ll know the condition of the barrels and can go from there.
 
Are you just using a Mop and patches? Give each barrel 8 to 10 passes with a bronze 12 Ga brush and some solvent . It should come out clean then.
Don't forget to grease the front hinge pin on the action and the knuckle interface on the fore stock so it wont Gall.

I noticed the gouge in the but pad too, kinda strange on a new gun.

I have given up on perfection with new guns. The last three I have bought had imperfections that would drive some people nuts. But it rarely takes me long to add a few of my own so I let them slide.
 
I polished the inside of the magtube on my Benelli supernova and had similar coloured patches, barrel was spotless though since chrome lined.
