Is this surplus 7.62x39 ammo steel core?

The only way to know for sure is to pull a bullet, or cut it with bolt cutters and see if you can scratch the core with a small screwdriver. If you can't make a dent in it, then it's steel.

The case in the picture says MD43( m43 ball) so its boat tail steel core bullet like all other m43 ball. If its surplus then its most likely (95% sure) steel core since the Americans buy all the lead core(m67 ball) because apparently steel core 7,62x39 is considered AP handgun ammo which is awesome, more for us!

remember its light steel core not AP at all its made from a soft steel alot of eastern euro countries dont have(or dont like to waste) much lead theres still a thin bit of lead around the steel core

Not AP, the steel core helps the bullet tumble through flesh creating a bigger wound. Old 303 ball had wood and aluminum cores for the same reason.

what velocities does the Romanian surpus ammo get ? Is it same as standard Russian or Chinese velocities? or is it a hotter round?

ALL M-43 ball ammo is loaded to the same standard and will vary very little.
