I am not familiar with any magazine that is "tight" when a round is inserted. For the Mauser 98, the feed lips are milled underneath the side rails of the receiver - so I think as the cartridge is pushed forward - it might not immediately come out of the magazine, but the front end of it has room to start to rise - then that tip of the bullet gets onto the feed ramp, as it is pushed further forward - very close to that time, the rear of that cartridge will "pop up" between the feed rails - onto that bolt face, with it's rim behind the extractor - so the bullet tip may not even slide all the way up that feed ramp - but usually gets turned a bit toward the centre - I suspect some rifles that are not set up well might slide that bullet up that feed ramp and it partially enters the chamber, which helps to re-align that cartridge to go in there. It usually requires some honing and "know how" to get that round to "pop up" onto that bolt face, before the bullet hits that chamber, but the mass produced Mauser 98's generally did that "well enough".
