Issue with Air Arms S400 Fac. Looking for help

Hi All. Looking for suggestions from someone with lots of PCP experience.I'd be very grateful.
Bought the gun used. It's in excellent condition and I don't think it had been apart before me as it was hard to get apart the first time.
i'm well aware of the power curve and sweet spot. But it’s not shooting right.
There is no power “curve” or “sweet spot”. It's a steady downhill slope. On a fill from 190-200 bar it will start out around 995fps and continually declines to about 870fps at 110 bar (on medium setting). I tried all five power levels. Also tried 8.4’s and 10.3’s. same thing happens.
I’ve re-sealed the gun, changed the valve (rod) and the hammer spring. Have read everything possible online and can’t seem to find anything like this.
There’s no way I could use it for FT when there’s at least 50-60fps drop on 30 shots. I know they shoot better than this.
It also seems to have too much power. It’s supposed to be 20fp max. But on a fresh fill on high power it’s around 25fp.
I’m stumped. Any ideas? Only thing left I can think of is possibly the valve spring or valve body. But I don't want to keep randomly changing parts.
The good thing is I can take apart an S400 with my eyes closed now. Lol

That could be normal if you are only filling to 2000 psi,you did' nt state your fill which is critical info.
Before replying fill to 3000 psi if you have not already done so,and that would get the curve going,kelly

200 bar is 2900psi which is the max the tank is rated for.

The op would be best not to go to the full 200 bar as there’s too much pressure for the hammer to over come and the first shots would end up being lower. The better start pressure would be 180 bar, that’s where I would go to with my s410 tdr before I installed a regulator.
 
It will be fine they are tested far over that and we want the low speeds to prove out if his fill was too low.
