issues with a 30-30

I have a Winchester 94 Sioux Carbine in 30-30 and here is the problem. No matter how I adjust the rear sight ladder, it shoots very high. Like 10" high at 50 yards. The front sight looks like it is original, and the rifle was unfired when I purchased it. I have tried 3 different brands of ammo.

Could it be that the front blade is too low, maybe a factory error or it was replaced? Any ideas?
 
It is a commemorative....not meant to be hunted so I fathom they threw on any sight that was handy. But the sight seems to be too low. A higher sight will drop the barrel
 
There are a lot of rear sights available for the 94. for different barrel configurations over the years.
I replaced a rear sight on a rifle a few years back, with just whatever I could get off of ebay, with exactly the results you describe.
The other thing, is to check to see if the sight has a sliding insert that is screw adjustable, in addition to the ramp.
