Sucks it's not 1080p but at least the bitrate is pretty nice (3500kbps including 125kbps average for AAC audio)

I'm certain it's due to the production companies muck up. They used vimeo for storage of all their rough copies (numbered, then their final copies numbered) and finals for shows. I guess maybe they thought some of it was private until I found it (Canada Downrange only had 2 views prior to it), it looked like it was being used as a data server, but it was a public page for displaying their videos - same thing as a companies youtube page.

They had multiple episodes of Canada's Downrange uploaded as well, not just #1 but future episodes, back from November when they made them. It was on recoil Creative Films and TV's Vimeo, which is the production arm of WildTV.
