Please show me an example. Every bid i have seen on Gov't auctions has never shown this clause.
It WAS on all the brass lots up until recently, then, I noticed it change. Maybe the last year. They used to include the ITAR requirements to track and report, etc. as well as to hold records for 10 years.
They also started drilling holes in all the large bore brass cases too (tank,artillery shells), so I figure there was either a change in policy, or the policy was from some guy sitting behind a desk wringing his hands over liability, being replaced by some guy sitting behind a desk trying to figure out why his remaining people have no time for their day job...
Most of he brass lots get bought for enough money that a guy not in business with a pretty severe bankroll, need not bother getting his hopes up, anyways.
Lots of IVI ammo used to get handed out for Civilian Marksmanship Program use and the like. It didn't ALL go to the military, but that stuff was a while ago. Dunno what the odds are of the stuff at shows having fallen off a truck, but the only guy that will know for sure is the guy that kicked it, and maybe, a guy that cared enough to run a track on a lot number to see whet gives, and if that gave any useful data.
Military Prison isn't a fun place. That IS where a guy will be, if he gets caught dropping off a can of ammo for a friend, or selling it.
