So I have 44 new, and 37 can be pulled bullets. Are these decent?

I used his 25 gr and 28 gr in my 17 Rem and found the 25's grouped well and killed coyotes like the hammer of Thor. On the other hand the 28's seemed to act more like a FMJ than the typical explosiveness I was used to in my 17's. I was shooting them out of my 595 Tikka with a 1 in 10 twist and needed to slow them down to get a decent group, around 3400fps. I suspect that because of that they were moving to slow to expand the way they should have.
